To lead and oversee the design and implementation of a company engineering strategy, providing assurance that the operations will have the required capacity and capabilities to drive business performance and ensure compliance with statutory and regulatory requirements.  To ensure the seamless operation and maintenance of the physical infrastructure, equipment, and facilities essential for safe and efficient production processes. This role encompasses overseeing maintenance programs, ensuring compliance with safety and environmental regulations, optimizing asset management through driving proactive maintenance strategies, and managing budgets effectively. By prioritizing safety, reliability, and cost-efficiency, the Facilities Manager plays a critical role in minimizing downtime, maximizing operational efficiency, and safeguarding the well-being of employees and the surrounding environment. Additionally, the Facilities Manager collaborates with internal teams and external vendors to drive continuous improvement initiatives, leveraging innovative technologies and best practices to enhance facility operations and support the long-term sustainability and success of the refinery.
Accountabilities:

  • Strategic Direction & Leadership
    • Manage the refinery's assets, including buildings, equipment, and infrastructure, to optimize their lifespan and performance.
    • Asset tracking, inventory management, and strategic planning for asset replacement or upgrades to support operational needs and regulatory requirements.
    • Ensure the Enterprise Asset Management framework is developed and implemented in accordance with global best practices including the development and management of an Asset Management System.
    • Lead the sourcing and development of new opportunities within the Engineering environment to become an innovative, technologically advanced, and digitally integrated organization.
    • Manage maintenance programs to ensure that all equipment, machinery, and facilities are functioning optimally. This includes scheduling in collaboration with Refinery Operations regular inspections, conducting preventive maintenance, and coordinating repairs as needed to minimize downtime and ensure operational efficiency.
    • Contribute to the development and implementation of the organizational strategy by making recommendations on relevant frameworks, policies, practices, processes, and systems to do with Engineering/Facilities.
    • Oversee, direct, and evaluate engineering programs, teams, plans, and criteria for a variety of activities and ensure alignment to business needs.
    • Optimize the use of space within the refinery to support production activities and operational workflows. This may involve coordinating facility layouts, storage solutions, and workspace configurations to maximize efficiency and productivity while ensuring compliance with safety and regulatory standards.
    • Drive and participate actively in formulating and reviewing overall long-term strategies for the Engineering function by identifying the short, medium- and long-term needs in support of long-term strategic direction of the organization.
    • Provide Engineering expertise and advise company management on strategic issues within the scope of the Engineering function that could impact business.
    • Ensure Engineering strategic and operational plans are executed in all operations.
    • Integrate safety protocols, environmental regulations, and quality control measures into the operational architecture to mitigate risks and ensure compliance with standards.
    • Review and ensure QEH&S Management System document control, procedures, and activities are current and representative of Facilities & Engineering operations.  
    • Manage the labor and finances for the engineering/facilities responsibility to achieve organizational objectives.
    • Develop and manage budgets for facility operations, maintenance, and capital projects.
    • Responsible for the identification, analysis, quantification and management of operational risks and threats.
  • Continuous Improvement, innovation, and sustainable growth
    • Drive culture of continuous improvement through new innovations within the Engineering environment.
    • Drive continuous improvement initiatives to enhance facility operations, efficiency, and sustainability. This may involve implementing best practices, adopting new technologies, and benchmarking performance metrics to identify opportunities for optimization and innovation.
    • Monitor and report on expenses, identify cost-saving opportunities, and collaborate with stakeholders to prioritize investments that align with business objectives and operational requirements.
    • Proactively source solutions that will positively impact operational excellence and safe performance. 
    • Provide regular updates to management and stakeholders, highlighting areas of success and opportunities for enhancement.
    • Develop Engineering/Facilities best practices.
    • Develop, lead, and execute facility engineering projects.
    • Keep abreast of the latest developments, innovations, and technologies with an emphasis on engineering aspects, by means of liaising with other relevant and research organizations, and by representing the Company at the industry level.
    • Propose and oversee the implementation of appropriate capital expenditure programs.
    • Conduct technical reviews and assessments of company assets in conjunction with operation capital expenditures and costs budgets to sustain operations and meet technical requirements as required and requested.
  • Stakeholder Relations and Engagement
    • Ensure open communication channels with all relevant stakeholders.
    • Provides leadership in terms of strategic integration and alignment, specialist advice and guidance and the creation of a strong Engineering culture by conducting regular engagements with teams.
    • Provide guidance and support to engineering/facilities teams.
    • Engage with industry role players as and when required.
    • Sourcing, contracting, and negotiating with service providers.
    • Collaborate with external service providers regarding the design and implementation of tools to enhance engineering processes.
    • Manage stakeholders and/or acts as a liaison between agencies or work unit and other agencies, work units, organizations, suppliers, etc.
    • Collaborate with external vendors, contractors, and service providers to support facility operations and maintenance activities. This includes negotiating contracts, monitoring performance, and ensuring that vendor services meet quality, safety, and regulatory standards.
    • Consults and/or negotiates regularly with other corporate functions to achieve outcomes favorable to the discipline or the resolution of issues that affect the discipline or its people, to enhance the image of the Engineering function.

    • Ensure compliance with safety regulations and environmental standards by implementing appropriate procedures and protocols.

Minimum Requirements:
  • Qualifications:
    • Bachelor’s or master’s degree in engineering (Electrical or Chemical Engineering preferred) and/or equivalent experience.
    • Manufacturing and/or machining background
    • Experience with automated equipment.
    • Experience in planning and implementing large-scale investment projects and will be capable of coordinating complex, enterprise-wide processes.
  • Experience:
    • At least 10 years’ experience in a related role in a manufacturing or processing facility, of which 5 years should have been at a senior management level or experience in a functional/specialist area.
    • Sound knowledge of engineering best practices.
  • Legal:
    • Be a US Citizen, US permanent resident, or Classified as a protected person.
    • Medically fit to work in the business area.
    • Successfully clear security screening record including a 7-year criminal record search free of theft or fraud related offenses.
    • Successfully clear pre-employment drug screening

Technical Competencies:
  • Safety Regulations and Standards: Thorough understanding of relevant safety regulations and standards, such as those set forth by OSHA, EPA, NFPA (National Fire Protection Association) as well as industry-specific standards for refineries.
  • Good understanding of Federal/State/Local governance and regulations related to construction and engineering related activities.  
  • Good computer literacy (MS Office)
  • Working knowledge of ISO 14001, 9001, and 45001 will be advantageous.
  • Knowledge of quality management systems i.e. Six Sigma, Lean, or similar will be advantageous.
  • Understanding of quality requirements for a Quality Management System
